Eligibility for Massachusetts License Plates
Vehicle owners must register with the Registry of Motor Vehicles before operating on Massachusetts roads. The law does not provide for a grace period; new residents must register as soon as they establish residency in Massachusetts (M.G.L. c. 90, §3½).
- Residency: Registration requires proof of active Massachusetts auto insurance. The insurance agent must stamp and sign the Registration and Title Application before the RMV processes the transaction.
- Vehicle: Passenger cars, trucks, motorcycles, mopeds, and trailers are subject to titling. Trailers weighing up to 3,000 pounds do not require a title. Vehicles marked as “salvage” require an inspection and a reconstructed title ($75) before standard plates can be issued.
- Applicant: A valid driver’s license from any US state, territory, or Canada is accepted. The applicant must also present a physical Social Security card according to RMV identity requirements.
- Plate Categories: The RMV issues standard, reserved, vanity, and over 40 special plate types. Disabled veteran plates have no fee for veterans with 100% disability. “Bronze Star,” “Purple Heart,” “Medal of Honor,” “Pearl Harbor Survivor,” “Silver Star,” “Former POW,” “Gold Star Family,” and “Distinguished Flying Cross” plates are also fee-exempt.
How to Get a License Plate in Massachusetts?
The initial registration begins at your insurance agent’s office, not at the RMV. The agent activates your policy and stamps the application, which you then bring to an RMV Service Center.
- Present the stamped Registration and Title Application, the title certificate (or previous owner’s registration and bill of sale for older vehicles exempt from titling), and payment for the registration fee, $75 title fee, and 6.25% sales tax.
- An odometer disclosure is required on the title transfer document. Both the buyer and seller must sign, print their names, and date the document.
- The RMV issues plates, a registration certificate, and a year of expiration decal at the service center.
- Inspection: Newly registered vehicles must pass a safety and emissions inspection within 7 days at any of the approximately 1,800 licensed inspection stations statewide. The fee is $35 for most vehicles, $15 for motorcycles (M.G.L. c. 90, §7A).
Passenger registrations renew every two years. The RMV sends renewal applications before expiration. Vanity and motorcycle plates renew annually. Unpaid parking tickets, property tax, or EZPass violations block renewal.
How Much Does a License Plate Cost in Massachusetts?
The base registration fee remains unchanged regardless of vehicle weight or value; additional costs for special plates and the annual municipal excise tax are variable.
- Regular Passenger (PAN): $60 every two years. Motorcycles: $20 annually. Mopeds: $40 every two years. RVs: $50 annually.
- Special plates (charity, sports teams, universities) add a $40 special fee every two years to the $60 registration, totaling $100 for renewal. Vanity plates cost $30 registration plus 50specialfee(80 annually).
- Title fee: $75. Duplicate title: $25. Registration transfer: $25. Fees in this section apply in addition to the above compliance requirements.
- Massachusetts does not charge an additional county registration fee and does not impose an extra fee for electric vehicles under the current RMV fee schedule.
- An overdue municipal excise tax triggers a $20 RMV release fee before registration can be renewed (M.G.L. c. 90, §33).
Can I Get a License Plate Online in Massachusetts?
Online service covers renewals and selected transactions. Initial registration and titling require an in-person visit to an RMV Service Center (or processing through your insurance agent’s electronic vehicle registration program). The myRMV portal handles registration renewals, plate status checks, and vanity plate requests.
Renewal requires a MyMassGov account and payment by credit or debit card. A new registration card and plate decal arrive by mail. RMV service centers operate in Boston (Haymarket), Braintree, Brockton, Fall River, Lawrence, Leominster, New Bedford, Plymouth, Springfield, Wilmington, and Worcester, among other locations.
Mail renewals are sent to:
- Registry of Motor Vehicles, Attention: Mail-in Registration Department, PO Box 55891, Boston, MA 02205-5891. Include the completed renewal application (with insurance stamp if required) and a check or money order payable to MassDOT.
If Massachusetts can renew your registration online via myRMV, it is the fastest option; the service center handles titling and cases the portal does not accept.
